Tienen acuerdos con el Organismo Internacional de la Energ\u00eda At\u00f3mica (OIEA). Se trata del centro mundial de cooperaci\u00f3n en el \u00e1mbito nuclear. Su objetivo es promover el uso seguro y pac\u00edfico de las tecnolog\u00edas nucleares. Unos 170 pa\u00edses son miembros de este organismo.<\/p>\n<p>Los Estados miembros cuentan con agencias o comisiones nucleares locales a las que los gobiernos encomiendan la aplicaci\u00f3n de las directrices y normas del OIEA en el marco de un acuerdo firmado por ellos. No s\u00f3lo los gobiernos, sino tambi\u00e9n cada vez m\u00e1s empresas asumen su responsabilidad aplicando nuevas pol\u00edticas \"verdes\" con mayor cuidado del medio ambiente y condiciones de trabajo seguras.<\/p>\n<p>Los cinco temas siguientes destacan las normativas habituales y las cuestiones relacionadas.<\/p>\n<h6><b>1. Licencias y solicitudes<\/b><\/h6>\n<p>En la mayor\u00eda de los pa\u00edses, las empresas necesitan una licencia para utilizar fuentes nucleares. Los gobiernos locales o las agencias nucleares se encargan de publicar y mantener una lista con los titulares de las licencias, que incluye datos sobre la empresa, la ubicaci\u00f3n, el n\u00famero de fuentes registradas y la fecha de caducidad de la licencia. La solicitud de licencia conlleva una carga de trabajo y costes administrativos. Normas de eliminaci\u00f3n<\/h6>\n<p>\u00bfQu\u00e9 voy a hacer con la fuente vieja? La mayor\u00eda de los pa\u00edses tienen empresas que ofrecen servicios de eliminaci\u00f3n. Adem\u00e1s, la mayor\u00eda, si no todos, de los pa\u00edses con capacidad nuclear han firmado tratados que dicen, en parte, que si fabrican material radiactivo (RAM) tambi\u00e9n deben responsabilizarse de su eliminaci\u00f3n. Esto significa que las fuentes radiactivas deben devolverse al pa\u00eds de origen.<\/p>\n<p>Esta normativa ayuda a detener el vertido de material radiactivo y significa que el fabricante de RAM debe estar preparado para que se le devuelva el material radiactivo para su eliminaci\u00f3n.<\/p>\n<p>El transporte puede ser un problema si el fabricante de origen se encuentra en otro pa\u00eds.<\/p>\n<h6>3. Costes de eliminaci\u00f3n en origen<\/h6>\n<p>S\u00f3lo las empresas autorizadas pueden ayudar con la eliminaci\u00f3n de la fuente. Algunos licenciatarios no saben d\u00f3nde acudir para la eliminaci\u00f3n de la fuente y tienen que buscar una empresa autorizada o una autoridad responsable para llevar a cabo el trabajo. Esto puede acarrear costes elevados, por ejemplo entre 2.000 y 7.000 US$ en Estados Unidos. Esto s\u00f3lo si no hay costes adicionales para resolver problemas de seguridad con el blindaje de protecci\u00f3n contra las radiaciones. La empresa comprobar\u00e1 primero el sellado para asegurarse de que no hay fugas de RAM.<\/p>\n<p>La eliminaci\u00f3n local puede acarrear grandes gastos, por lo que normalmente la industria busca un fabricante local de RAM con buena reputaci\u00f3n y con capacidad para eliminar la RAM que fabrica.<\/p>\n<h6>4. Normas de inspecci\u00f3n<\/h6>\n<p>Algunos pa\u00edses obligan a los usuarios de fuentes de radiaci\u00f3n a contratar a empresas autorizadas para que inspeccionen peri\u00f3dicamente el exterior de la fuente en busca de fugas de radiactividad. Una empresa certificada toma muestras del escudo de protecci\u00f3n radiol\u00f3gica y comunica los resultados al cliente y a las autoridades locales. Esta inspecci\u00f3n se denomina prueba de barrido o prueba de fugas. En primer lugar, se cubre la superficie del blindaje protector y se limpia con una soluci\u00f3n de etanol; a continuaci\u00f3n, se utiliza un bastoncillo de algod\u00f3n para comprobar si la superficie est\u00e1 contaminada (por ejemplo, con un is\u00f3topo radiactivo cobalto-60). Los inspectores revisan y aprueban los registros, que se conservan durante un periodo determinado (por ejemplo, tres a\u00f1os).<\/p>\n<h6>5. Certificaci\u00f3n RSO<\/h6>\n<p>Los gobiernos, organismos o comisiones son responsables de impartir los cursos de Oficial de Seguridad Radiol\u00f3gica (OSR). Estas normas forman parte de las directrices y acuerdos del OIEA.<\/p>\n<p>Los empleados tienen que recibir formaci\u00f3n para manejar las fuentes de radiaci\u00f3n y los procedimientos de seguridad en el emplazamiento. Peri\u00f3dicamente asisten a cursos de formaci\u00f3n en RSO sufragados por la empresa.<\/p>\n<p>Cuando un RSO deja la empresa, hay que formar a un nuevo empleado. Debe haber al menos un responsable de seguridad radiol\u00f3gica en la empresa.
